About the mobile network and wifi?

HTC just bought a few days ago .. Hero wants to know what makes mobile network options mean for my phone? Is it a LAN connection I could access anywhere? Would you cost? Anyway my phone plan comes with 12 GB of data. So the 12 GB refers to the network wireless or mobile on my phone? Sorry if I sound noob.

If you set your phone to search for access points UNLOCKED WiFi and then find you can browse for free. However, if your package gives you 12 GB is in this month addition to the free wifi and you are paying for it (If more than 12 GB - unlikely) in the month then you will be charged for it. Phone however you usually default to your data packets package. If you go to the cafe / Friends regularly once your phone locks you remember and remember the next time. However, you must select to use WiFi Hotspot time. If you find LOCKED hot spots and you know the owner receives the code and included in your phone. The phone will retain the code for the next time you visit. Hope this helps.
